SPECIAL TOPIC: Measuring and assessing programme learning outcomes at the time of graduation under Circular No. 04/2025/TT-BGDĐT

Assessing learning outcomes at the time of graduation is currently a ‘bottleneck’ for many training institutions. In response to this practical need, on the morning of 11/4/2026, the Dong A Education Quality Accreditation Centre held a professional development session on the topic: ‘Measuring and assessing programme learning outcomes at the time of graduation under Circular No. 04/2025/TT-BGDĐT’. The session was attended by representatives of many training institutions, including Danang Architecture University.

The programme was attended by Ms. Trần Bích Huệ – Head of the Division of Education Quality Accreditation Management, Department of Quality Management, together with more than 200 delegates, including leaders, managers, lecturers and quality assurance officers from more than 30 higher education institutions and teacher training colleges. In addition, the presence of leaders, full-time accreditors, collaborators and members of the CEA-Dong A Quality Accreditation Council, along with experienced professors, associate professors and doctors, added academic depth to the programme.

The speaker of the session was Dr. Nguyễn Huy Phúc – Head of the Office of Testing and Quality Assurance, Industrial University of Ho Chi Minh City. With extensive experience in quality assurance and as a team leader for AUN-QA external assessments, Dr. Phúc delivered much practical content closely linked to implementation at training institutions.

At the programme, the key topics presented and discussed included: + Approaches to measuring and assessing learning outcomes aligned with the objectives of the training programme; + Requirements for evidence; + Methods of data collection and processing; + Points to note when implementing the provisions of Circular No. 04/2025/TT-BGDĐT. Delegates also actively exchanged views and shared practical difficulties and obstacles, and together discussed suitable approaches.

Through this session, Danang Architecture University gained a great deal of useful information, especially on methods and tools for measuring and assessing learning outcomes at the time of graduation under current regulations. This will be an important basis for the University to continue reviewing, refining and improving the effectiveness of quality assurance for its training programmes in the time ahead.
